...parts of the economic stimulus package. It's turning parts of my work into a huge, over-the-top, headache. Some brilliant person thought it would be great to throw a whole crap-load of money at communities to help some of the most needy and vulnerable without giving a lot of parameters around how it should be spent or who it should be spent on. It's not until later on down the road that they decided to put there parameters in place.
Well, when you try to fly the plane while building it, don't be surprised if it takes a while for it to get off the ground or even stay aloft.
